Urban Design is the art of making places and it lies at the nexus of planning, architecture, landscape architecture, and public policy. It shapes the physical setting for city life, where buildings, landscapes, streets, sidewalks and transportation, and the connections and transitions between them, combine to make a memorable “Public Realm” that is functional, attractive, comfortable, and safe. Working with developers, our diverse communities, and private citizens, urban designers strive to balance vision and reality, aesthetics and function, heritage and change, to make people-centered places that are sustainable and enhance the property values of their surroundings.

Notice of Public Hearing on an Ordinance Adopting an Update to the Capital Improvements Element of the Comprehensive Plan

Notice is hereby given that the City Commission will conduct a public hearing on Wednesday, February 24, 2021 at 5 pm in the City Commission Chambers, 2nd Floor, City Hall, 300 South Adams Street, Tallahassee, Florida, to consider adoption of an ordinance entitled to wit:

ORDINANCE NO. 21-O-6
AN ORDINANCE OF THE CITY OF TALLAHASSEE UPDATING THE CAPITAL IMPROVEMENTS SCHEDULE OF THE CAPITAL IMPROVEMENTS ELEMENT OF THE 2030 TALLAHASSEE/LEON COUNTY COMPREHENSIVE PLAN; PROVIDING FOR SEVERABILITY AND CONFLICTS; AND PROVIDING AN EFFECTIVE DATE.

The proposed Ordinance will update the text of the Comprehensive Plan associated with the updates to the schedule of capital improvements in the Capital Improvements Element.
All interested parties may be heard. Speakers are requested to limit their comments to three minutes.

Anyone wishing to appeal the action of the City Commission with regard to this matter will need a record of the proceedings and should ensure that a verbatim record is made.

SOUTHWOOD DEVELOPMENT OF REGIONAL IMPACT – SEVENTH AMENDMENT
Project Description: The application proposes to amend the current DRI Development Order to 1) re-designate nine districts in the Master Plan, which includes creating a new Town Center at the northeast corner of CCSE and Merchants Blvd.; 2) update the Stormwater Master Facilities Plan; 3) revise transportation analysis to demonstrate no increase in impacts; 4) amend Exhibits B.1, B.2, G, H, and F in the development order; 5) update the buildout dates, expiration date, and phasing schedule; 6) establish Exhibit J, Land Agreement with School Board; 7) revise the transportation mitigation requirements; 8) update the development order; and 9) convert traffic concurrency entitlement to: reduce residential units by 110; reduce commercial square footage by 107,549; reduce industrial square footage by 153,000; reduce hotel rooms by 27; reduce office square footage by 193,000; and increase education square footage by 131,000.
